Prioritization of IT Governance Framework (COBIT) Processes to Enhance the Performance of the Communications Regulatory Authority (CRA)

چکیده :

Abstract— This study prioritizes selected COBIT processes to improve the performance of the Communications Regulatory Authority (CRA) in Iran. It identifies five main challenges faced by the CRA through focus group discussions with six experts. These challenges include delays in system development, lack of stakeholder engagement, process inefficiencies, reporting challenges, and inadequate resource management. The research highlights seven key COBIT processes that significantly impact ICT regulation quality. A questionnaire was distributed to 86 experts within the CRA, yielding 42 responses. The findings prioritize these processes based on their effectiveness in addressing the identified challenges: Manage Service Requests and Incidents (DSS02), Manage Business Process Controls (DSS06), Manage Service Agreements (APO09), Manage Continuity (DSS04), Manage Operations (DSS01), Ensure Governance Framework Setting and Maintenance (EDM01), and Manage IT Management Framework (APO01). These results can guide the CRA and other regulatory organizations in improving their operational effectiveness.
