The Seven-Chapter Smart Government Roadmap Document Issued by the First Vice President
According to the announcement of the Vice President and Head of the Administrative and Employment Organization of the country, the “Smart Government Roadmap” comprising the following seven chapters has been approved and signed by Mohammad Reza Aref, the First Vice President, and communicated to governmental bodies for implementation.
Definitions and general executive strategies in drafting the document
Obligations related to the reference model of organizational architecture, maturity model, and information bases
Establishment of data exchange clusters/centers
Obligations of executive bodies
Monitoring, supervision, and evaluation
Human resource maintenance, training, and performance compensation
Other regulations
The second chapter of this directive is dedicated to the obligations related to organizational architecture, as detailed below:
Chapter Two: Obligations related to the reference model of organizational architecture, maturity model, and information bases
Article 6 – In order to create uniformity, ensure integration within the framework of the national division of labor, enhance inter-sectoral and inter-agency coordination and synergy, eliminate redundant actions, and strengthen participatory environments, the Organization is required—within a maximum period of six months and in compliance with relevant laws and regulations—to review the reference model of organizational architecture, smart government services and metrics, together with the necessary sectoral indicators, including the following components:
Reference model of government services and processes
Reference model of national government data services
Reference model of performance monitoring for smart government services and metrics
Reference model of government service smartification
Note 1 – The reference model of smart government maturity, based on services and performance measures, shall be prepared within a maximum of three months from the issuance of this document by the Organization in collaboration with the Ministry and the Planning Organization, and after approval by the working group, it will be officially released.
Note 2 – All executive bodies are required, within a maximum of six months following the issuance of the reference organizational architecture model and the smart government maturity reference model, to prepare their own organizational architecture documents and submit their developmental and operational programs to the Secretariat, while observing the following:
If prior documents related to this subject exist, they must be revised, updated, and submitted to the Secretariat within a maximum period of three months, prioritizing the smartification of services.
Consulting firms and companies with appropriate rankings from the Planning Organization or (the Organization and its reference laboratories for smartification services, which will be published on the Organization’s website) shall be used for the preparation of the organizational architecture document.
Article 7 – Executive bodies are required, consistent with the smartification cycle and the reference organizational architecture model, to redefine their services and obtain unique service identifiers. The creation of duplicate identifiers for similar entities, such as goods and service codes, is strictly prohibited.
Note – The Organization, in collaboration with the Planning Organization, shall develop an integrated system for unifying and refining government services and outputs within six months of the issuance of the reference organizational architecture model, and submit it for approval by the working group.
